ARCGIS question about Apportionment

The Boston redevelopment authority divides the city into districts for the purposes of planning and resource allocation. These districts do not align with census boundaries so it can be difficult to measure demographics. The problem is shown in this diagram:

If A is a census tract and B is a district, how do you allocate the population from A to B? That is your task. Re-allocate the 2010 SF1 Census population data (variable code DP0010001) to BRA Planning District boundaries. Geographic Information Question

This means that if a disproportionate number of affordable housing units are located in certain types of neighborhoods, then the policy may violate fair housing laws. We will examine the distribution of affordable housing in Boston relative to race/ethnicity to see if we detect a disproportionate distribution along these lines.
Please download the race/ethnicity tracts data from the BARI Boston Research Map and the LIHTC addresses from Canvas. Note that if the BARI map is not working I have provided the layer in the downloads.

Geocode the addresses and create a map with the distribution of LIHTC relative to race/ethnicity in Boston. Note that the excel file has an attribute field called “zip2” which should retain the “0” in the Massachusetts zip code. The .csv has the field but the “0” will likely be dropped.
Also- to select only the Boston Census tracts you can do a selection on the NAME field and find the polygons with “Suffolk”. You might also remove the polygons with zero population.
As with many of the census layers there are many ways to symbolize. You can make many maps of the various race/ethnic groups or just one.
Remember you can geocode in Qgis and then save as a shapefile and add it to ArcGIS pro to compose your map. You could also use this US Census geocoder (https://geocoding.geo.census.gov/ (链接到外部网站。)). It returns a set of coordinates that you can then use with the ArcMap display XY event tool.
Also, remember that you can build a Locator using ArcGIS if you have a street network file. The most complete one that is available to ArcGIS users is the US Census Tiger Line file. MassGIS has clipped this for Mass. and can be downloaded at this URL: http://www.mass.gov/anf/research-and-tech/it-serv-and-support/application-serv/office-of-geographic-information-massgis/datalayers/census2010.html (链接到外部网站。) If you use the Tiger file from MassGIS, clip it before you build the locator or it will take a long time, you only need the roads in the metro-Boston area.

Generally speaking, these forces build up landforms. This week, we turn our attention to the gradational processes that continually reshape earth’s surface. Weathering, erosion, and deposition can create beautiful landforms such as the Grand Canyon and Great Lakes. These gradational processes can also create natural hazards such as sinkholes and mass wasting events (landslides, mudslides, rock fall, etc.). Sometimes these events cause sudden tragedies, other times they worsen over long periods of time. Unfortunately, people are impacted by several of these events each year. Using Chapters 15 and 17 of your textbook and web resources, research mass wasting events and/or sinkholes and choose one specific event to share information about in this week’s discussion board. The event you choose must have been caused at least in part by natural processes. (For instance, a building that falls simply because of poor construction does not qualify here.)
