FEMA’s Whole Community Concept

Prior to beginning work on this assignment, read Chapter 4 and review Chapter 3 in your course textbook and review Chapters 1 and 2 in the Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans (Links to an external site.). In your paper, you will be discussing the key elements of FEMA’s whole community concept.

In this assignment,

Summarize the elements of FEMA’s whole community concept.
Compare and contrast the two planning cycles presented in your course textbook and the CPG101.
Differentiate between strategic, operational, and tactical planning.
Explain how the mitigation and preparedness concepts work together as part of the whole community concept.
