Assignment 4: Policy Issue/Action PowerPoint Presentation

Students will utilize Assignment 3 and develop a PowerPoint (PPT) and Kaltura presentation on the selected policy/issue.  The Kaltura presentation is a method to get the issue/action message across to those who make the decisions.

 

Assignment Criteria:

Develop a PowerPoint presentation that includes the following criteria:

  1. Introduce the bill and reason for selection
  2. Overview of bill: Number, title, sponsor, and brief background area of concern or issue
  3. Identify all direct and/or indirect stakeholders and stakeholder position on the area of concern
  4. Identify the strengths, weaknesses, opportunities, and threats (SWOT) to the bill
  5. Explain how issues in the bill will affect stakeholders at an institutional, local, state, and/or federal level.
  6. List two ways the masters prepared nurse leader can act as a change agent, contribute to the policy-making process, and advocate for quality, cost-effective care.
  7. Develop a recorded PowerPoint presentation/PPT using Kaltura in the form of a scholarly presentation. Follow the instructions for using Kaltura located in the Canvas Course Menu under APA Documents/Resources.
  8. After making the PPT, utilize Kaltura media to present the PPT with voice over (use computer and microphone).
  9. For presentation clarification, include presenter’s notes (FOOT NOTES  added to each slides) in the click to add section to explain the slide.
  10. The PowerPoint presentation should not be more than 8-10 slides (excluding the title slide and reference slide) and ten (10) minutes in length. Be complete and concise. Use bulleted statements not complete sentences or paragraphs.
  11. Use APA format for PPT, which always includes a title slide, a reference slide, and APA requirements. Resources found in APA Documents/Resources.
  12. A minimum of five (5) references will be required for this assignment. References should be from scholarly peer-reviewed journals (check Ulrich’s Periodical Directory) and be less than five (5) years old.
  13. Post the Kaltura presentation to the discussion board by Monday of Week 8. Critique and comment to two classmates by Friday, responses may be on the same day, no references required.
  14. Submit the PPT AND the Kaltura presentation to the Assignment Thread by the posted due date.

Drones

This week’s discussion question deals with Drones which have had an exponential growth from amusements to functional equipment used by government, business, and individuals. The FAA continues to debate on how they can safely introduce UAVs/drones into the national airspace system. While toy and model aircraft pilots have been largely unrestricted and safe for years, it now feels that they are being treated unfairly by the FAA, who are mandating registration fees for UAVs/drones that meet a certain weight criterion.
Matt McFarland reported in May 2017 the following:

A Washington, D.C. court ruled Friday that the FAA drone registration rule violates the FAA Modernization and Reform Act, which Congress passed in 2012. Hobbyist John Taylor argued successfully that he should not have to register because the act states that the FAA “may not promulgate any rule or regulation regarding a model aircraft.”

Since December 2015, hobbyists with drones weighing between 0.55 pounds and 55 pounds have had to register drones with the FAA. More than 820,000 operators have registered since then. The process can be completed online, and there is a $5 application fee.

The FAA said in a statement that it launched registration to ensure drones are operated safely and don’t pose security or privacy threats. The FAA also said it is considering its options and response.

The FAA now has two potential paths forward, according to Anne Swanson, an attorney at Cooley and aviation regulation expert. The FAA can appeal to all of the judges on the U.S. Court of Appeals for the DC Circuit, which is called an en banc review. (The decision was made by a three-judge panel.) (McFarland, 2017, para. 1-4).

This week’s Discussion will address the following three questions:
Does this new rule make it safer for the public?
Should the FAA create additional rules on top of this one?

The paper will include an introduction, extensive literature review, conclusion, and references. As we proceeded through the semester, you have regularly written two short papers, and the research paper can build on these papers. In addition, you will be required to gather extra journal articles on the same topic, and summarize, criticize, and synthesize the literature to reach your own conclusion. You may also choose a topic of interest that has not been discussed in class.

Grading Rubric:

I. Introduction: 10%

Describe the purpose of the paper, an overview of the question(s) to be answered by this literature survey, and why it is important to answer such question(s).

II. Literature Review: 60%

The literature review should include the following three elements, but please DO NOT organize your paper as such. Please refer to the literature review paper we have read for organization and style.

1. Summarize the papers: 20%

These should be academic papers, either published or working papers, instead of blogs, commentary, or news articles. Provide brief summary of the papers being reviewed, such as topic, data, method, and conclusion, and do so in an organized and synthesized manner.

2. Analyze the literature – Merits and drawbacks: 20%

Discuss the merits and drawbacks of the papers being reviewed so as to reach your own conclusion of which is a more convincing set of papers and which conclusions to adopt.

3. Synthesize the literature: 20%

Divide the literature into sub-topics to better organize and summarize the papers. Find a way to form an overview of the literature, e.g. by topic, by data, by method, or by conclusion, etc. And to reach a conclusion based on the overview of the literature.

III. Conclusion: 10%

Summarize your question and main findings. Discuss drawbacks of existing studies and suggestions for future research.

IV. Reference: 10%

Please use author-date system in the APA style.

V. Writing Skill: 10%

Local Ethnobotanical Research on Allophyllum gilioides

conduct a qualitative and quantitative ethnobotanical study and write a 4 to 6 page paper detailing the study. The study can focus on the uses of plants located in the student’s garden, back or front yard, kitchen pantry, refrigerator, work place, or neighborhood. Any location where there are people interacting with plants is permissible keeping in mind restrictions related to Covid-19. The study should include mention of culturally significant plants that are being grown or used. Students will reveal their ethnobotanical data and conclusions through detailed diagrams and construction of the cultural reproduction of and promotion of plant knowledge and practices they discovered during their study. They must also build, analyze and evaluate a folk taxonomy. A written profile of the selected plants will include scientific and common names, ecological notes, systematics, cultural uses of the plants, as well as information regarding how the cultures relate to the plant; in ceremony, ritual, and manners. The central part of the study will be a Fidelity Level and Use Value quantitive analysis of the plants noted in the study. The paper should be double-spaced using size 12 font and include proper citations in the body of the paper based on the Chicago Manual of Style. A list of references will be included at the end.

Privacy , Cons of regulating social media in higher education

The paper should describe these 3 subtopics

• Identification of a Timely and Relevant Legal Issue in Higher Education: Discuss the importance, impact, and background. The extent to which this issue has come up at other institutions across the nation and how it played out…what those other institutions did right or wrong.
Legal Analysis: The nature and findings associated with the various court cases involving institutions of higher education that have arisen in regard to this issue. A detailed exploration of a particular prevailing court case related to the question/issue…preferably one that we haven’t covered in class in detail.
• Compliance: An exploration of what a college or university must do to comply with this obligation in practice. (For example, the Dept. of Education requires that all campus conduct officers who sit on hearing boards in sexual assault cases must be. How a legal requirement might affect a particular group of students differently than others. Ethics and Communication

Captain Crozier, Commander of the USS Theodore Roosevelt, wrote and distributed a controversial letter that pleaded for help for crew members stricken by the COVID-19 virus in March of 2020. The communication was sent to several recipients and eventually found its way to the news media. The situation became front-page news and was actively debated in the media. Senior leaders believed that Captain Crozier may have avoided his chain of command for fear that his immediate leader would suppress the issue and expose the sailors to unnecessary danger. His decisions and actions that lead up to his writing of the letter are fraught with ethical dilemmas.

In this assignment you are asked to analyze ethical aspects surrounding Captain Crozier’s decision to widely disseminate the letter.

PREPARATION

Thoroughly research the issues using the Internet and the resources provided in What You Need to Know. You may need to conduct additional research to support your analysis.

As you can see by your research, there is a lot going on behind the scenes in this scenario. However, it is clear that the Captain of the USS Theodore Roosevelt was facing a difficult ethical situation and tried to find the best way to communicate his concerns. There are many questions that likely come to mind, such as:

What was the dilemma facing the Captain? How might he have weighed his decision?
Should the Captain have sent the message? Why or why not?
Was the content of the communication appropriate, taking into the consideration the recipient(s) of the letter? Did he distribute the letter for maximum effect?
What should he have done differently?
Did the Captain violate Navy ethical guidelines? Are his actions at odds with communication guidelines? Is that how he should be judged?
Was his punishment justified?
How do you think his crew felt? Is that relevant?
INSTRUCTIONS

Consider the Captain’s decision to send the letter, the manner in which the letter was sent, and the recipient(s) of the letter. Complete both parts of this assignment in a single Word document.

Part 1: Analyze the Scenario

Analyze the ethical decision that the Captain faced as it relates to how he communicated his plea and in the context of his position. Consider the sender, receiver, message, and channel.
Analyze the primary failures and successes of the Captain’s communication strategy. Make sure to consider how the letter was distributed, the Captain’s possible intent, and the content of the letter.
If this situation had occurred in the private sector and not the military, would the outcomes have been similar or different? Defend your reasoning.
Part 2: Write a Communication

Imagine that you were the commanding officer of another naval ship who had followed this sequence of events closely. Your ship’s Public Affairs Officer reports to you and is responsible for many of the ship’s external communications, and you are anxious to share your lessons learned from the USS Theodore Roosevelt situation.

Send a communication to your Public Affairs Officer that conveys and re-enforces the primary lesson(s) learned from the incident on the USS Theodore Roosevelt. Be sure you focus on the actions of the Captain. The medium is your choice, but it is also very important, so state the medium you have chosen within your message and the reason you feel it is the most appropriate medium to use. Address possible reasons such as confidentiality, tone, convention, et cetera.
